President Shapton called the meeting to order at 7:07 p.m. on April 26, 1989 in Room 101 of Fisher Hall.

Roll: Twenty two members/alternates were present. Absent were: Mark Welnetz, Bill Sewell, Paul Sundeen, Narasipur Suryanarayana, Allen Niemi, Glen Simula, William Rowe, and E.H. Timothy Whitten.

Visitors: Duane Abata, Brad Baltensperger, Terry Reynolds, Joe Rollo, Sigrid Weinmann.

Minutes of Meeting No. 167 were accepted as presented.

President's Report

President Shapton had no report but made an announcement that he had received a request from the Provost that the Instructional Policy Committee look at the names used for grades. He forwarded that request to the Chairman of the Committee. Also, he has had no response on the proposals approved at the last meeting.

Vice President's Report

Vice President Tampas provided a report on the Academic Council of April 11, 1989 (Appendix A - Available by Request from the Senate Office).

Reports from Standing Committees

A. Budget Liaison Officer - No report.

B. Elections

Elections were held for Senate nominees to the Athletic Council, General Education Committee and Sabbatical leave Committee. The nominees names are submitted to the President who picks one for each committee. Nominees elected were: Donald Daavettila, Carl Vilmann and Bruce Seely for the Athletic Council; Ron Gratz and Brenda Hoke for the General Education Committee; and Ronald Roblee, Harold Lord and Michael Gilpin for the Sabbatical Leave Committee.

C. Curricular Policy

Senator Heuvers reported that the committee has been considering Proposals 4-89 and 5-89 which the Committee recommends (both proposals are considered under New Business).

D. Faculty Fringe Benefits - No report.

E. Faculty Handbook - No report.

F. Institutional Evaluation - Senator Hubbard, though no present, sent a brief report (Appendix B - Available by Request from the Senate Office).

G. Instructional Policy - No report.

 

Reports from University Committees

A. Quality of University Life Task Force - No report.

B. University Committee on Campus-Wide Computer Strategy

Senator Francioni reported that the Committee will be circulating a University strategy before the end of the quarter. They encourage people to make any comments they have to the Committee.

C. General Education - No report.

D. University Planning - No report.

E. Undergraduate Student Government

Gloria Kalnick told the Senate that the theme for next fall's K-Day will be Profs are People Too." She also encourages the faculty and staff to participate in the K-Day activities.

 

Old Business

There was no old business.

New Business

A. University Planning Report

Professor Abata provided a brief report to the Senate and discussed the items mentioned (Appendix C - Available by Request from the Senate Office). He also provided a longer report which will be distributed to senators.

Professor Abata was asked for a progress report on the actions taken to investigate or act on the committee's recommendations. In discussing each item he noted that no organized effort had been made to address the recommendations. Some items are being handled through administrative offices and other committees, while others are not being considered. A motion was made to endorse the report. By a large majority an endorsement was not accepted. It was then moved that the report be accepted, this was approved unanimously.

B. University Marketing Team

Senator Shapton briefly commented on the efforts of the Marketing Team to obtain input from the campus community (Appendix D - Available by Request from the Senate Office). He noted that all senators and alternates are invited to attend a workshop on May 15 to help provide input and choose direction for the faculty participation.

C. Proposal 4-89, Certificate in International Technology Studies

Statement: The Senate of Michigan Technological University recommends that the Department of Social Sciences offer a Certificate in International Technology and Society (background material - Appendix E (Available by Request from the Senate Office)).

After discussion the proposal was approved.

D. Proposal 5-89, Advanced Certificate in Foreign Language and Area Study

Since the proposal had not been circulated prior to the meeting it was moved that the proposal be considered as an emergency submission. This was approved by a majority vote.

Statement: The Senate of Michigan Technological University recommends that the Department of Humanities offer a Advanced Certificate in Foreign Language and Area Study (background material - Appendix F (Available by Request from the Senate Office)).

After discussion the proposal was approved.

E. Proposal 6-89, Transfer of Credit Between Baccalaureate and Associate Degree Programs

Statement: The grade and credit earned for any course taken by a student at Michigan Technological University, including those courses offered by its School of Technology, will become part of the students' permanent record and will be used in the computation of their university grade point average. The courses and grades accepted towards a degree shall be the prerogative of the degree granting department.

This proposal replaces previous proposals 1-72, 4-72, 5-72 and 8-74.

After limited discussion the proposal was accepted by a majority vote.
